San Juan County’s Outdoor Recreation Master Plan

San Juan County is working on an Outdoor Recreation Master Plan to assess recreational needs in the region, enhance existing recreational facilities and develop new opportunities for community residents. The County hired Pland Collaborative, an Albuquerque-based landscape architecture and planning firm to support the community on this important project.

Nestled within the Four Corners region, San Juan County presents a captivating tapestry of natural wonders and cultural riches. With its diverse physical features, including rivers like the San Juan, Animas, and La Plata, alongside iconic landmarks such as the Chuska Mountains and Shiprock Pinnacle, the county’s landscape is an emblem of its unique charm. Cultural gems like Cox Canyon and Chaco Canyon add to its allure, making it a sought-after recreational destination.


San Juan County’s outdoor recreation potential offers a beacon of hope for community revitalization and economic prosperity. The burgeoning outdoor recreation industry not only provides opportunities for physical and mental well-being but also serves as a catalyst for local economic development. Project Goals

The County has shown commitment to address its systemic issues and resulting poverty, inequalities, and community health challenges. This plan is another opportunity to achieve greater resilience and equity with the core objectives outlined below:

  1. Enhance the quality of life;
  2. Address the diverse recreation and fitness needs of all County residents;
  3. Provide equitable access to local and community parks & trails and serve the whole community;
  4. Plan for appropriate access to local and community parks & trails and recreation offerings for all existing and future residential neighborhoods;
  5. Cultivate a recreation system to uplift the county’s physical aesthetics and appeal;
  6. Dedicate parkland, recreation facilities, and programs to fulfill County residents’ recreation needs and aspirations;
  7. Devote resources to an open space network that interconnects trails, parks, open space, educational institutions, establishments, residential clusters, greenbelts, natural preserves, open expanses, and cultural landscapes.
